Employers

Hire like someone has to live with the choice.

Owners in Downey do not need another portal. They need a desk that has walked a floor, heard the shift, and will not send a stranger with a matching keyword.

How a company uses the desk

  • Direct hire

For leads, coordinators, dispatch, and office seats you want on your payroll. Fee is a percentage of first-year pay, quoted before we start. Not a rate card on a website.

  • Contract

Weekly coverage when the work has a season, a project, or a hole you cannot leave open. The worker is on our payroll. Your leads run the floor.

  • Temp-to-hire

A defined hour count — often 320 or 480 — then a conversion if attendance and the work are clean. The count is agreed up front, not invented at week six.

  • A managed program

For accounts with ongoing volume. One coordinator, a weekly board, and a conversation about who is about to quit before they do. This is for a real book of work, not a single forklift.

  • Payroll

Hours, taxes, and checks for the people on our assignments, run by the same desk that sent them. Clients who want payroll handled with the crew do not get a second vendor and a second story.

  • Workers' compensation

When Thrive is the employer of record, workers' compensation for that assignment sits with the house. It is part of the engagement, written down before the first hour. This site does not sell insurance policies.

What a clean brief includes

  1. 01The job as it happened last Tuesday, not the poster version
  2. 02Site, shift, and the pay band you will honor
  3. 03Who interviews, and a day they will actually be free
  4. 04Must-have skills separated from wishes
  5. 05A start date that is not “ASAP” meaning never
  6. 06Safety, screens, and boots — if they exist, they are part of the offer

The California floor, as of 2026

  • Minimum wage

The state floor is $16.90 an hour. Work inside the City of Los Angeles is $18.42 as of July 1, 2026. Unincorporated Los Angeles County is $18.47. Downey follows the state rate unless the site itself sits under a higher city, county, or industry rule. The rate that applies is the one where the hours are worked.

  • Overtime

Labor Code §510: time and a half after 8 hours in a workday and after 40 in a workweek, and for the first 8 hours on a seventh consecutive day. Double time after 12 hours in a day, and after 8 hours on that seventh day. Hours are not stacked twice.

  • Breaks

A 30-minute meal before the end of the fifth hour, and a paid 10-minute rest about every four hours. A missed meal or rest period is an extra hour of pay. That is the wage order, not a courtesy.

  • Who employs

On contract and temp-to-hire, Thrive is the employer of record: payroll, taxes, and workers' compensation for that assignment. People looking for work are not charged a fee to be considered.

A blunt instrument

What an empty seat is already costing.

A desk estimate, not a quote. Loaded at 1.4× for taxes, coverage, and the throughput you do not get back. Most invoices never show this number.

Rough drag

$13,306

Wage × 8 hours × 1.4 × days × seats. The 1.4 covers taxes and coverage, not California overtime. Time and a half after 8 hours in a day, and double time after 12, sit on top. Salary uses 260 work days. This is a planning figure, not a quote.

Request talent

Employers: the seat, the shift, the pay. Talent: the work you will actually do. The desk is at 10921 Paramount Blvd, Suite B, Downey, Monday to Friday, 6:00 to 16:00 Pacific.
